  In view of the No. 3 alarm fire at Fat Tseung Street in Cheung Sha Wan, Sham Shui Po Sports Centre temporary shelter (2/F, Sham Shui Po Leisure and Cultural Building) was earlier opened by the Sham Shui Po District Office. The temporary shelter has now been stood down.

IAF Heritage Centre Receives ” Air Force Kanpur-I” From PEC


Indian Air Force (IAF) Heritage Centre being set up at Sector 18, Chandigarh has received a Vintage Prototype Aircraft “Kanpur-1”. This rare single engined machine had been designed and built by late Air Vice Marshal Harjinder Singh VSM 1, MBE in 1958 and was in the proud possession of Punjab Engineering College (PEC) Chandigarh.


A solemn ceremony for taking over this indigenous machine was hosted at Aeronautical Engineering division of Punjab Engineering College, Chandigarh. The aircraft has been received by Air Marshal R Radhish, SASO, HQ Western Air Command from Prof. Baldev Setia, Director PEC. This vintage aircraft was gifted to PEC by AVM Harjinder Singh in the year 1967 and shares a strong bond with Indian aviation heritage. The “Kanpur-1” will be displayed along with other aircraft at the IAF Heritage Centre. This aircraft is to be seen as a moment of glory for future generations to understand the significance of self reliance, innovation & the dream of ‘Make in India’.


Speaking on the occasion, Air Marshal R Radhish brought out that having this aircraft in the IAF Heritage Centre, will not only hold heritage value but also build strong relationships between the  Punjab Engineering College and Indian Air Force. He was pleased to learn that in the batch of 1964 at PEC, 17 students had joined the IAF and the rest had joined DGCA.


IAF Heritage Centre was a dream project visualised by Chandigarh Administration, Hon’ble Governor of Punjab & Administrator of UT, Shri Banwari Lal Purohit and Air Chief Marshal VR Chaudhari, Chief of the Air Staff last year. The IAF Heritage Centre, Chandigarh will comprise of artifacts, simulators and interactive boards, in order to highlight the various facets of operations in the IAF. It will showcase the important role played by IAF for humanitarian assistance and disaster relief besides its combat capabilities. It will also house various vintage aircraft. The Heritage Centre will go a long way in motivating and inspiring the youth of this city in making a career in the IAF.

Centre allows International Trade Settlements in Indian Rupees for Export Promotion Schemes under the Foreign Trade Policy


The Government of India has made suitable amendments in the Foreign Trade Policy and Handbook of Procedures to allow for International Trade Settlement in Indian Rupees (INR) i.e., invoicing, payment, and settlement of exports / imports in Indian Rupees. Accordingly, the Directorate General of Foreign Trade (DGFT) had earlier introduced Para 2.52(d) vide Notification No. 33/2015-20 dated 16.09.2022 to permit invoicing, payment and settlements exports and imports in INR in sync with RBI’s A.P. (DIR Series) Circular No.10 dated 11th July 2022.


In continuation to the above notification, changes have been introduced under Para 2.53 of the Foreign Trade Policy, for grant of exports benefits / fulfilment of Export Obligation under the Foreign Trade Policy, for export realisations in Indian Rupees as per the RBI guidelines dated 11th July 2022.


The updated provisions for Export Realisation in Indian rupees been notified for, imports for exports (Para 2.46 of FTP), export performance for recognition as Status Holders (Para 3.20 of FTP), Realisation of export proceeds under Advance Authorisation (AA) and Duty Free Import Authorisation (DFIA) schemes (Para 4.21 of FTP) and Realisation of Export Proceeds under Export Promotion Capital Goods (EPCG) Scheme (Para 5.11 of HBP).


Accordingly, benefits / fulfilment of Export Obligation under the Foreign Trade Policy has been extended for realisations in Indian Rupees as per the RBI guidelines dated 11th July 2022. Given the rise in interest in internationalisation of Indian Rupee, the given Policy amendments have been undertaken to facilitate and to bring ease in international trade transactions in Indian Rupees.

     A Government spokesman announced today (August 25) that the repairs to a false ceiling at the lift lobby leading to the Java Road Sports Centre Community Vaccination Centre (CVC) in North Point have been completed. The service of the CVC will resume at 10am tomorrow (August 26).

Centre walking towards modernizing foodgrain storage infrastructure in the country


The Department of Food and Public Distribution (DFPD) has received overwhelming response towards the technical bids of Design, Build, Fund, Own & Operate (DBFOT) tender under Hub and Spoke Model. Taking into consideration modernization of foodgrain storage infrastructure in the country, a new model for development of grain Silos across the country i.e. Hub & Spoke Model in Public Private Partnership (PPP) Mode has been proposed.


Total of 38 bids have been received against 4 bundles comprising of 14 locations in the state of Uttar Pradesh, Bihar, Rajasthan, Punjab, Maharashtra & Madhya Pradesh. Total 15 prospective parties have shown their interest and submitted their bids. Technical Evaluation is expected to be completed in 3-4 weeks. 


Hub and Spoke Model is a transportation system which consolidates the transportation assets from standalone locations referred to as “Spoke” to a central location named as “Hub” for long distance transportation. Hubs have a dedicated railway siding and container depot facility while the transportation from Spoke to Hub is undertaken through road and from Hub to Hub vai rail. This model by harnessing the efficiency of railway siding, promotes cost efficiency through bulk storage & movement, reduces cost and time of handling and transportation and simplifies operational complexities in addition to economic development, infrastructure development & employment generation in the country. Besides, Silo are declared as sub Mandi yard which brings ease of procurement for farmers and leads to reduction in logistics cost.


Under Hub and Spoke Model, the Department has proposed to develop a capacity of  111.125 LMT of Hub and Spoke Model Silos at 249 locations across the country under Design, Build, Fund, Own & Transfer (DBFOT) (FCI’s land) and Design, Build, Fund, Own & Operate (DBFOO) (Land of concessionaire/other agency) mode, through implementing agency i.e. Food Corporation of India (FCI).


Tenders have been floated for construction of silos at 14 locations (10.125) on DBFOT mode on 26/04/2022 and for 66 locations (24.75 LMT) on DBFOO mode on 21/06/2022.
