     Following is the speech by the Secretary for Culture, Sports and Tourism, Mr Kevin Yeung, at the award presentation ceremony of Disney Imaginations Hong Kong Design Competition 2023 today (April 12):
      
Michael (Managing Director of Hong Kong Disneyland Resort, Mr Michael Moriarty), Kelly (Executive Creative Director of Walt Disney Imagineering (Asia), Mr Kelly Willis), finalist teams, ladies and gentlemen,
      
     Good morning. I am very pleased to join you all here today at the award ceremony for Disney Imaginations Hong Kong Design Competition.
      
     May I first congratulate and express my appreciation to all the finalist teams on your excellent work of innovation and creativity, as well as your efforts and dedication in bringing us all these masterpieces. Having come this far in the competition, each of you should be proud of your accomplishments no matter which team wins at the end. Do keep up with the good work and continue to make the most of your imagination.
      
     I am glad that the competition, as one of the best-known youth creative competitions in Hong Kong, has now returned on an annual basis after temporary suspension during the pandemic. The competition not only provides an amazing platform for youngsters to showcase their creative work in the field of design, engineering and technology, but also gives us a great opportunity to discover and nurture potential talents in Hong Kong. I would like to thank Walt Disney Imagineering (Asia) and Hong Kong Disneyland for the continued efforts to build such a platform for our young generation to shine.
      
     Thanks to Disney Imagineers, many attractions have come to reality in Hong Kong Disneyland, notwithstanding the unprecedented challenges and difficulties brought by the pandemic in the past three years or so. For example, the new Castle of Magical Dreams unveiled in 2020, the very popular night-time spectacular “Momentous” launched in 2022, and the long-awaited World of Frozen, which is the first highly immersive Frozen-themed area in the world, will be opened in the second half of this year.
      
     The Hong Kong SAR Government has strong aspiration to drive the growth and integration of arts, culture and creative industries, as well as sports and tourism sectors. We have also committed resources to fuel the development of these sectors. For instance, the Hong Kong Tourism Board will deploy more than $250 million to sustain its efforts in organising major tourism events and help promoting various major culture, sports and tourism events globally.
      
     Indeed, this is already the third time I am here at Hong Kong Disneyland within a month, firstly for the 10K weekend running event in mid-March, then for the StellaLou’s Wonderful Wishes Ballet performance and now the award ceremony for this competition.
      
     I would like to express my deepest appreciation to Hong Kong Disneyland, a flagship tourism attraction in Hong Kong, to act by example to promote collaboration amongst the arts, culture and creative sectors, thereby diversifying its offerings and bringing additional joy and excitements to our tourists and locals alike, as well as giving much opportunities for practitioners and practitioners-to-be.
      
     Before I conclude my speech, I would like to once again congratulate all the finalists on their outstanding work, and would like to wish you all the best in your future endeavours. With all of our concerted efforts and our talented young generations, we are determined to bring Hong Kong’s development to new heights. Thank you very much!

We know that an important component of empowering Persons with Disabilities or Divyang Jan is to make our physical environments accessible to them. An accessible physical environment benefits everyone, not just persons with disabilities. Under the Accessible India Campaign, it is envisaged that measures be undertaken to eliminate obstacles and barriers to indoor and outdoor facilities including schools, medical facilities, and workplaces. These would include not only buildings, but also footpaths, curb cuts, and obstacles that block the flow of pedestrian traffic.


As we celebrate International Day of Persons with Disabilities today, the state of Maharashtra has been recognized for the way it has been implementing Sugamay Bharat Abhiyan. The state has received the National Award for Institutional Empowerment 2022 under the category ‘Sugamya Bharat Abhiyan Ke Karyanvayan / Badhamukta Vatavaran Ke Srijan Mein Sarvshrestha Rajya’, at a function to celebrate “International Day of Persons with Disabilities”, held in New Delhi today.


So, what has the state done in order to have been chosen for this distinction? Under the Sugamya Bharat Abhiyan, the state has done access audit of a total of 180 Government buildings in four major cities of Maharashtra.



Out of these 180 buildings, proposals for making 142 buildings accessible have been sent. The retrofitting work has been completed in 137 buildings. Out of funds amounting to Rs. 21.67 crore, utilization certificate for Rs. 19.30 crore has been sent to the Central Government.


Out of remaining 38 buildings, the building plan and estimate for 15 buildings has been submitted.


An accessible government building is one, where persons with disabilities have no barrier in entering it and using all the facilities therein. This covers the built environment – services, steps and ramps, corridors, entry gates, emergency exits, parking – as well as indoor and outdoor facilities including lighting, signages, alarm systems and toilets.


Identifying accessible buildings requires annual accessibility audits that determine if a building meets agreed-upon standards. Once a building is deemed fully accessible, an annual audit is not necessary, but should be required for any proposed changes to the structure or systems contained therein. A full audit can then be done on a less frequent basis.


Standards of accessibility should be as consistent as possible with international standards, such as those of the ISO, taking into account the local context. In regards to the built environment, ISO 21542:2011, Building Construction – Accessibility and Usability of the Built Environment, delineates a set of requirements and recommendations concerning construction, assembly, components and fittings.

     The Award Ceremony of Most Improved Trainees of the Youth Employment and Training Programme (YETP) 2022, co-organised by the Labour Department (LD) and Radio 2 of Radio Television Hong Kong, was held today (August 26) to commend the distinguished trainees of the YETP run by the LD. The award ceremony was themed “Seize the Future”. Most Improved Trainees Awards were presented to 10 outstanding trainees who achieved significant improvements in personal development, leadership or work performance during the training period. Merit Awards were also given to 10 other trainees to encourage them to work hard in realising their career goals.

      

     Speaking at the award ceremony, the Secretary for Labour and Welfare, Mr Chris Sun, said that President Xi Jinping highlighted the need to love and care for Hong Kong young people in an important speech delivered on July 1. He stressed that the Government all along attaches great importance to the development of young people, and strives to enhance their competitiveness and unleash their potential to contribute to the development of Hong Kong by providing comprehensive training and employment opportunities in collaboration with social partners.



     Mr Sun also expressed gratitude to stakeholders for the efforts they made for the trainees. He pointed out that the advancement of the awardees had not come easy. Apart from their own dedication, the concerted efforts of employers, service providers and case managers in providing them work opportunities, training and support were indispensable. He encouraged young people to equip themselves, seize every opportunity and make every effort to build a splendid future.

         

     The YETP is open to young school leavers aged 15 to 24 with educational attainment at sub-degree level or below. Enrolment for the YETP is free of charge and on a year-round basis. Services offered include pre-employment training, workplace attachment training, on-the-job salaried training, and case management services provided by registered social workers. An off-the-job vocational training allowance and a retention allowance are also provided to eligible trainees. More than 240 000 young people have benefited since the commencement of the programme.

     The award ceremony for the “2022 Let’s Join Hands in Safeguarding National Security” Programme (the Programme) jointly organised by the Education Bureau and the Security Bureau was held today (July 29). Awards were presented to 110 winning schools and students at the ceremony.

 

     The Programme aims to promote participation of primary and secondary school teachers and students in student activities related to safeguarding national security, with a view to enabling national security education to take root in schools. Key activities of the Programme include a slogan-cum-poster design competition and an online quiz competition.

 

     The Secretary for Security, Mr Tang Ping-keung, the Permanent Secretary for Education, Ms Michelle Li, and adjudication panel members of the slogan-cum-poster design competition consisting of Legislative Council Member Dr Simon Hoey Lee, Mr Yu Tai-wai, Mr Henry Tong, Mr Lee Lung-hei, Mr Lee Wai-hung and Ms Ng Kai-kwan, officiated at the ceremony.

 

     Addressing the ceremony, Mr Tang said that for the concept of safeguarding national security to take root in schools, the learning process has to be lively and interesting. Through the slogan-cum-poster design competition and the online quiz competition, the Programme enabled students, under the guidance of their teachers, to thoroughly comprehend and reflect on the significance of various important areas of national security.

 

     He also pointed out that through the topics of the competition, namely “national security makes lives better” and “the Hong Kong National Security Law ensures long-term prosperity and stability of Hong Kong”, students can consider, from the perspectives of daily lives and the overall development of Hong Kong society, how safeguarding different areas of national security can enhance people’s lives and the future of Hong Kong.

 

     Speaking at the ceremony, Ms Li said that the Education Bureau has been committed to promoting national security education so that schools can cultivate students’ awareness and sense of responsibility in safeguarding national security from an early age. The Education Bureau continues to carry out a lot of work in providing curriculum guidelines, learning and teaching resources, teacher training and life-wide learning activities to support schools’ participation in the promotion of national security education within and beyond the classroom through a whole-school approach.

 

     She also stated that the Education Bureau, together with the Security Bureau, have recently presented to schools the picture book “Our Country, Our Security” with Professor Bi Yanying as the editor-in-chief. It is rich in content and helps students understand in a vivid and concrete way that national security involves many areas that are closely related to the fundamental interests of the country and the daily operation of society. Therefore, each of us should take the security of the country as our responsibility and consciously contribute to safeguarding national security. The Education Bureau will, as always, continue to promote the development of different areas to enable national security to take root in the school campus.

 

     The Programme received an overwhelming response from teachers and students in primary and secondary schools across the territory. In particular, 1 863 students from a total of 173 schools participated in the slogan-cum-poster design competition, while as many as 58 094 students from 456 schools participated in the online quiz competition.

 

     The winning entries of the slogan-cum-poster design competition have been uploaded to the Hong Kong National Security Law online virtual exhibition (nslexhibition.hk) launched by the Security Bureau. The public is welcome to visit the exhibition to view the winning entries.
