Appointments to Country and Marine Parks Board

     The Government today (September 1) announced the appointments to the new term of the Country and Marine Parks Board (CMPB) for a period of two years with effect from today.

     The Agriculture, Fisheries and Conservation Department (AFCD) expressed gratitude to the outgoing members, Ms Brenda Chan Kwai-fun, Dr Lewis Cheung Ting-on, Professor He Shenjing, Mr Teddy Law Wing-fai, Dr Amelia Lee Nam-yuk, Mr Charles Lee Yee-keung, Mr Ken So Kwok-yin and Ms Yip Yan-yan, for their valuable contributions to the CMPB during their tenure.  

     In accordance with the Country Parks Ordinance (Cap. 208) and the Marine Parks Ordinance (Cap. 476), the CMPB shall consider and advise the Country and Marine Parks Authority on the policy and programmes in respect of country parks and special areas, as well as marine parks and marine reserves.

     The Government announced today (July 25) that the Financial Secretary, under the authority delegated by the Chief Executive, has appointed 16 new members and reappointed 11 serving members to the panel of the Insurance Appeals Tribunal (IAT) for a new term from July 26, 2023, to July 25, 2025.

     A Government spokesman said, “The IAT provides an effective safeguard to ensure that the relevant regulatory decisions made by the Insurance Authority (IA) are reasonable and fair.”
 
     The Government also expressed gratitude to the outgoing members.      The IAT is a statutory tribunal established under the Insurance Ordinance (Cap. 41) to review specified decisions made by the IA. The IAT consists of the chairperson and two ordinary members appointed by the Secretary for Financial Services and the Treasury from a pool of panel members on the recommendation of the chairperson. The current chairperson of the IAT is Ms Rachel Lam Yan-kay, SC.

     The Government announced today (June 23) that the Chief Executive has appointed Mr Carlson Tong and reappointed Mr Victor Dawes, SC, and Ms Melissa Kaye Pang as members of the Judicial Officers Recommendation Commission (the Commission) for the period from July 1, 2023, to June 30, 2025. 

     Meanwhile, Ms Anita Fung Yuen-mei, a serving member of the Commission, will retire from the Commission on June 30, 2023.

     “We wish to express our gratitude to Ms Anita Fung Yuen-mei for her invaluable advice rendered to the Commission during her term of office, and for her contribution to upholding Hong Kong’s judicial independence,” a Government spokesman said.

     The functions of the Commission are to advise or make recommendations to the Chief Executive regarding the filling of vacancies in judicial offices, representations from a judicial officer concerning conditions of service referred to it by the Chief Executive, and any matter affecting judicial officers which may be prescribed or which the Chief Executive may refer to it.

Appointments to Social Innovation and Entrepreneurship Development Fund Task Force

     The Government today (December 30) announced appointments to the Social Innovation and Entrepreneurship Development Fund (SIE Fund) Task Force under the Commission on Poverty for a term of one and a half years from January 1, 2023, to June 30, 2024.

     The Government expresses its gratitude to the members of the current term for their contributions and support to the work of the Task Force, and look forward to working with the new-term Task Force steadfastly to best take forward targeted poverty alleviation.

     The Government today (December 30) announced appointments to the Commission on Poverty (CoP) for a term of one and a half years from January 1, 2023, to June 30, 2024.

     The Chief Secretary for Administration, Mr Chan Kwok-ki, being the Chairperson of the CoP, expressed his gratitude to all members of the current-term CoP for their efforts and contributions. He welcomed members of the new-term CoP, and looked forward to close collaboration with them to steadfastly implement the current-term Government’s strategy of targeted poverty alleviation with resources directed to those most in need.

     “The Strive and Rise Programme I lead is the first initiative under the current-term Government’s strategy of targeted poverty alleviation. Through collaboration among the Government, the business sector and the community, it focuses on supporting junior secondary school students from underprivileged families, particularly those living in sub-divided units. As announced by the Chief Executive in the 2022 Policy Address, the CoP will be restructured to study and identify other target groups for poverty alleviation. The Government will work with the new-term CoP steadfastly to best take forward targeted poverty alleviation,” he said.
