     ​The Chief Executive’s Office announced today (May 22) that the Chief Executive, Mr John Lee, has appointed a Political Assistant of the sixth term of the Hong Kong Special Administrative Region Government.
      
     The new appointee is the Political Assistant to the Secretary for Health, Mr Keith Kei Chi-hung. He will assume office today.
      
     The Chief Executive has appointed 14 Under Secretaries and 19 Political Assistants so far.
      
     Following is the biographical note on the new appointee:
      
Mr Keith Kei Chi-hung

     Aged 35, Mr Kei served at offices of Legislative Council Members since 2010, and served as head of a Legislative Council Member office since 2022.
 
     Mr Kei holds a Bachelor of Social Sciences degree from the Chinese University of Hong Kong, with a major in Sociology.

     The Government announced today (May 5) that the Chief Executive has appointed five new members and re-appointed nine incumbent members to the Equal Opportunities Commission (EOC) for a term of two years with effect from May 20, 2023.

     “The membership of the EOC continues to represent a balanced mix of expertise and sectors, including women; persons with disabilities; ethnic minorities; members from the employment, social services, legal, accounting, academic and education sectors; and the community at large. Their experience and expertise will be instrumental to the work of the EOC in promoting equal opportunities.
 
     “We would like to take the opportunity to thank Professor Cecilia Chan Lai-wan, Professor Andy Chiu Man-chung, Mr Mohan Datwani, Miss Maisy Ho Chiu-ha and Miss Yim Chor-pik, who will be stepping down from the EOC. We are grateful for their staunch support for the work of the Commission.

The following is issued on behalf of the Hong Kong Monetary Authority:

     The Hong Kong Academy of Finance (AoF) announced today (April 18) the appointment of Mr Enoch Fung as Chief Executive Officer (CEO) of the AoF for a two-year term with effect from July 18, 2023. Mr Fung is to succeed Mr Kwok Kwok-chuen who will complete his contract on July 17, 2023. 

     Mr Fung is currently Head (External) of the Hong Kong Monetary Authority (HKMA). He will be seconded from the HKMA to the AoF to take up the CEO post. To facilitate a smooth transition, Mr Fung will be appointed as CEO (Designate) with effect from April 24, 2023. The biography of Mr Fung is at Annex.

     The Chairman of the AoF and the Chief Executive of the HKMA, Mr Eddie Yue, said, “Mr Kwok has been instrumental in leading the AoF to establish a strong foundation in developing future financial leaders and enhancing our applied research capability. I would like to thank Mr Kwok for his contributions, and I wish him all the best in his future pursuits.”

     Mr Yue continued, “Mr Fung has established good connections with public and private stakeholders, including international organisations. He also has extensive experience steering projects in both public and private organisations. I am confident that Mr Fung will be able to leverage the foundation that Mr Kwok has built, and further advance the mission of the AoF.”

     The AoF is set up with full collaboration amongst the HKMA, the Securities and Futures Commission, the Insurance Authority and the Mandatory Provident Fund Schemes Authority. By bringing together the strengths of the industry, the regulatory community, professional bodies and the academia, it aims to serve as (i) a centre of excellence for developing financial leadership; and (ii) a repository of knowledge in monetary and financial research, including applied research.

The following is issued on behalf of the Legislative Council Secretariat:

     The Legislative Council (LegCo) Secretariat announced today (March 21) that The Legislative Council Commission (the Commission) had approved the appointment of Mr Timothy Tso, serving Principal Assistant Legal Adviser of the Secretariat, to succeed Ms Connie Fung as Legal Adviser of the Secretariat. The Commission conducted an open recruitment exercise to fill the post of Legal Adviser upon the retirement of Ms Fung in August 2023, and appointed an executive search firm to assist in the recruitment work. The suitability of serving staff members of the Secretariat and outside candidates was considered in the same exercise.    

     Mr Tso will become Legal Adviser (Designate) from July 11, 2023 to facilitate handover arrangements. He will formally take up the post of Legal Adviser from August 11, 2023 upon Ms Fung’s retirement on the same day. Mr Tso possesses extensive professional knowledge in constitutional, legal and procedural matters and has rich management and legal experience. Prior to joining the Secretariat in 2007 as an Assistant Legal Adviser, he worked in the Department of Justice of the Government of the Hong Kong Special Administrative Region (HKSAR) as Government Counsel. At the Secretariat, he was promoted to Senior Assistant Legal Adviser in 2015 and appointed as Principal Assistant Legal Adviser in 2021.     

     Ms Connie Fung joined the Secretariat in 1996 as an Assistant Legal Adviser and was promoted to Senior Assistant Legal Adviser and Legal Adviser in 2009 and 2015 respectively. She plays a pivotal role in advising on the legal, constitutional and procedural issues relating to the business of the Council, and has made great contributions to the LegCo. She was awarded the Silver Bauhinia Star by the HKSAR in 2021. In her remaining tenure, Ms Fung will continue to lead the Legal Service Division to provide a high level of professional support for the Council, LegCo Members and the Secretariat.

     The Financial Secretary, in exercise of the authority under the Mandatory Provident Fund Schemes Ordinance (Cap. 485) (MPFSO) delegated to him by the Chief Executive, has appointed Ms Cynthia Hui Wai-yee as the Chief Operating Officer (COO) and Executive Director of the Mandatory Provident Fund Schemes Authority (MPFA) for a period of three years from February 3, 2023, to February 2, 2026, both dates inclusive.
      
     Announcing the appointment today (February 1), the Secretary for Financial Services and the Treasury, Mr Christopher Hui, said, “Having served the MPFA for over 16 years and holding senior positions as Executive Director since 2008 and Acting COO since July last year, Ms Hui possesses profound knowledge of and relevant experience in the operation and regulation of the Mandatory Provident Fund (MPF) System. We look forward to Ms Hui’s continued dedication to the furtherance of the MPF System in her capacity as COO.”
      
     The MPFA is a statutory body established under the MPFSO in September 1998 for the regulation and supervision of the MPF System.
