लोकसभा चुनाव 2019 के लिए मोदी सरकार ने सवर्णो समुदाय को साधने के लिए गरीब सवर्णों को आरक्षण देने का मास्टर स्ट्रोक चला है. मोदी सरकार गरीब सवर्णों को 10 फीसदी आरक्षण देने के लिए संविधान संशोधन का रास्ता अपनाने जा रही है. सरकार के इस कदम को दलित संगठन संविधान की मूल भावना के खिलाफ और आरक्षण को खत्म करने की दिशा में साजिश करार दे रहे हैं|
आरक्षण पर चली बहस
ऑल इंडिया अंबेडकर महासभा के राष्ट्रीय अध्यक्ष अशोक भारती ने कहा कि सवर्णों को आरक्षण का मोदी सरकार का कदम संविधान की मूल भावना के खिलाफ है. ऐसे में सरकार का सवर्णों को आरक्षण सुप्रीम कोर्ट में नहीं टिकेगा, क्योंकि सवर्ण न तो सामाजिक रूप से भेदभाव के शिकार हैं और न ही अछूत हैं. मौजूदा व्यवस्था में आर्थिक आधार पर आरक्षण देने की कोई व्यवस्था नहीं है. इसके बावजूद मोदी सरकार ने कदम उठाया है, जिसकी हम निंदा करते हैं|
अशोक भारती ने सरकार को आरक्षण पर घेरा
अशोक भारती ने एक रिपोर्ट का हवाला देते हुए कहा कि ग्रुप वन की सरकारी नौकरी में सवर्णों का प्रतिनिधित्व दलित और ओबीसी से कहीं ज्यादा है. 2016-17 में ग्रुप वन में प्रतिनिधित्व देंखे तो दलित का 13.31 फीसदी, आदिवासी समुदाय का 5.89 प्रतिशत, ओबीसी का 11.77 फीसदी प्रतिनिधित्व है. जबकि सवर्ण समुदाय की हिस्सेदारी करीब 69 फीसदी है.
इससे साफ जाहिर होता है कि प्रतिनिधित्व के मामले में भी सवर्ण दूसरे समुदाय से काफी आगे हैं. उन्होंने कहा कि देश में ओबीसी की आबादी 52 फीसदी है, जिसे 27 फीसदी आरक्षण दिया जा रहा है, जबकि सवर्णों की आबादी 10 फीसदी है और उसे 10 फीसदी आरक्षण. ये कैसा इंसाफ है?
सामाजिक और राजनीतिक विश्लेषक डॉ. सुनील कुमार सुमन भी सवर्णों को आरक्षण देने के कदम को संविधान की मूल भावना के खिलाफ बता रहे हैं. उनका कहना है कि जिन गरीब सवर्णों को आरक्षण देने के लिए सरकार कदम उठा रही है वो भी दलितों से जातीय और आरक्षण को उतनी ही नफरत करते हैं, जितना एक अमीर सवर्ण करता है. मोदी सरकार को आर्थिक आधार पर आरक्षण देना था तो उसे सभी समाज और सभी धर्म के लिए व्यवस्था करनी चाहिए थी
सुमन ने कहा कि सरकार का ये कदम आरक्षण व्यवस्था के खिलाफ है. संविधान निर्माताओं ने बहुत सोच समझ और विचार विमर्श के बाद संविधान बनाया था. अगर ऐसा होता तो वो गरीब सवर्णों के लिए भी कोई न कोई प्रावधान रखते, लेकिन उन्होंने ऐसा नहीं किया. इसका मतलब साफ था कि सवर्णो का तो सामजिक रूप से पिछड़े थे और न ही उनका प्रतिनिधित्व कम था. ऐसे में अब संविधान में संशोधन कर सरकार अगर सवर्णों को आरक्षण देने का कदम उठाती है तो साफ है कि संविधान को नष्ट करके मनुस्मृति को लागू करना चाहती है |
