एचएसएससी कीे अध्यक्षा डॉ.शबनम सिंह ने कहा कि, ‘‘दुनिया भर में और भारत में स्वास्थ्य सुविधाओं में सुधार किया जा रहा है। हमें अभी भी सभी के लिए एक पर्याप्त स्वास्थ्य प्रणाली स्थापित करने के लिए लंबा रास्ता तय करना है। अच्छी तरह से प्रशिक्षित हेल्थकेयर प्रोफेशनलों की मांग में तेजी से वृद्धि हो रही है, जिसके कारण प्रशिक्षकों का क्षमता निर्माण एक उभरती हुई चुनौती है और इसलिए योग्य और प्रमाणित प्रशिक्षक की महत्वपूर्ण और मौलिक भूमिका को पहचानना महत्वपूर्ण है। ऐसे प्रशिक्षण कार्यक्रम प्रशिक्षकों के प्रशिक्षण कौशल को बढ़ाकर प्रशिक्षकों के प्रशिक्षण और विकास की आवश्यकता को पूरा करते हैं।’’
