The Karnataka Government has approved the establishment of Global Technology Centres (GTCs) in Belagavi and Hubballi to expand Karnataka’s technology growth beyond Bengaluru to different parts of the State, said Priyank Kharge, Minister for Home, Information Technology, Biotechnology, and E-Governance.
The Government has approved the establishment of the GTC with plug-and-play facilities across approximately 10,000 sq. ft. at Visvesvaraya Technological University (VTU) in Belagavi.
The centre will be established at a total cost of ₹82.80 lakh for a period of three years, with Karnataka Digital Economy Mission (KDEM) serving as the implementing agency.
The Government has also approved the GTC across approximately 10,000 sq. ft. at the Hubballi IT Park, on rent-free premises. The centre will entail a total expenditure of ₹5.80 crore over a period of three years, comprising ₹4.90 crore towards capital expenditure and ₹0.90 crore towards operational expenditure.
“Karnataka’s technology capabilities cannot be limited to Bengaluru alone. There is a need to nurture the talent and entrepreneurship emerging across different regions of the State. The establishment of Global Technology Centres in Belagavi and Hubballi will create new opportunities for the youth, startups and technology-driven enterprises in North Karnataka,” Kharge said.
The centres are being established under the Local Economy Accelerator Programme (LEAP), aimed at providing technology talent, startups and entrepreneurship with the necessary infrastructure and opportunities locally beyond Bengaluru. This is an important step towards strengthening technology-led growth across the State.
The State Budget for 2025-26 announced the establishment of new Global Technology Centres through KEONICS in Mangaluru, Hubballi and Belagavi, with plug-and-play facilities.
Karnataka Digital Economy Mission (KDEM) will serve as the implementing agency for the centre, while Karnataka Rural Infrastructure Development Limited (KRIDL) will undertake the infrastructure development works.
The expenditure for the two centres will be met from the allocation under LEAP’s “Creation of Incubators & Accelerators”, which is aimed at strengthening the startup and innovation ecosystem across the State.
Under the LEAP programme, a total allocation of ₹1,000 crore has been earmarked over a period of five years, with the Government approving an expenditure of ₹200 crore in the first year. The relevant LEAP initiative includes an allocation of ₹110 crore for the creation of incubators and accelerators.
The establishment of the GTCs in Belagavi and Hubballi is part of the State’s efforts to create technology and innovation infrastructure beyond Bengaluru and enable local talent, startups and technology-driven enterprises to access the necessary ecosystem closer to home.
“Developing local talent locally, providing technology enterprises with the necessary facilities and creating new employment opportunities are among the key objectives of the Government. The GTCs in Belagavi and Hubballi will serve as important platforms towards achieving these objectives,” the Minister said.
The GTCs are expected to strengthen the linkages between educational institutions, startups, technology enterprises and industry, while creating an ecosystem that supports innovation and entrepreneurship in the region.
Priyank Kharge said the initiative will contribute to the decentralisation of the State’s technology economy and support Karnataka’s efforts to emerge as a leading hub for technology, startups and entrepreneurship beyond Bengaluru.
